Block Styles vs. Global Styles: What’s the difference and which do I use in the new GenerateBlocks?

GenerateBlocks 1.9 Alpha and Pro 1.7 Alpha were released yesterday, and with them comes a completely new way of working.

Already I’ve seen some confusion over the differences between the block styles panel we’re used to, and the new global styles panel. And even once you understand the difference, how do you know which one to choose?
